This position manages the Construction Management Unit in the King County Wastewater Treatment Division (WTD). The Unit is part of the Project Planning & Delivery Section. The Construction Management Unit Manager is responsible and accountable for directing and supervising the construction management and inspection of all Wastewater Treatment Division's public works contracts. This position manages three satellite construction management offices, each directed by a subordinate satellite office supervisor.
About the Role:
This position will manage a group of about 50 construction management staff who perform design constructability review, construction inspection, contract administration, contract change negotiation, claims administration, litigation support and office administration. This position will collaborate across all capital delivery units, including program/project prioritization, governance, procurement delivery methodologies, and change management of capital construction contacts. The group is directly supported by matrixed Project Control staff who perform contractor schedule analysis, payment administration, contract management support, and change administration.

What You Will Be Doing:
- The successful candidate will direct and supervise the work of the three-satellite office Construction Management supervisors, and the conveyance inspection program and its supervisor. They will indirectly (through the supervisors) provide leadership and oversight to all members of the Construction Management Unit.
- Define and direct the technical quality assurance process for work performed under public works contracts to ensure compliance by the contractor with drawings, specifications, and terms and conditions.
- Coordinate and support WTD activities related to claims, mediation, arbitration and litigation involving public works contractors.
- As a member of the Project Planning and Delivery management team, the successful candidate will be responsible for assisting the section manager in the development, implementation, and maintenance of standards, policies and procedures for assigned work unit; participate in WTD's Portfolio Management prioritization processes and/or oversight bodies as assigned; and represent WTD in a variety of construction management assignments, including participation in constructability assignments, or providing subject matter expertise on joint project assignments with other utilities or partnering agencies.
- Participate in the development of change management initiatives to improve work unit performance.
- Acting as the unit's representative with external consultants, elected officials, prosecuting attorney's office, and the general public as determined by section and division management.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- A bachelor's degree in construction management, engineering, or closely related field, or the equivalent combination of education and experience and ten (10) years of increasingly responsible professional experience.
- Experience should demonstrate strong understanding of public works project management, construction field inspection, contract management, claims resolution, and litigation support.
- Strong leadership and team building skills including dispute resolution and facilitation.
- The demonstrated ability to work effectively with a diverse group of stakeholders including the procurement office, Prosecuting Attorney's Office, elected officials, community groups, the general public, and other King County staff.
- Supervision and management of staff, matrixed personnel, and contractors.
- Manages Complexity - Making sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.
- Decision Quality - Making good and timely decisions that keep the organization moving forward.

- Washington State Driver's License or the ability to provide transportation to remote work locations with limited or no public transportation services.
- Certified Construction Manager credential from the Construction Management Association of America or equivalent construction management professional certification.
- Project Management Professional credential from the Project Management Institute or equivalent project management certification.
- Professional Engineer's License.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 2-3 days weekly. The onsite reporting locations will include West Point Treatment Plant, 1400 Discovery Park Blvd. Seattle, South Treatment Plant 1200 Monster Road S.W., Renton, Brightwater Treatment Plant 22505 State Route 9 S.E., Woodinville and other pump stations or conveyance pipelines. On occasion you will need to work at other King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104).This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by the Teamster, Local 117. Pursuant to Western Conference of Teamsters Pension Trust $2.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
