ABOUT THE ROLE:

The Chief Information Officer (CIO) serves as the strategic leader for the City of Cambridge’s technology infrastructure, digital services, cybersecurity, and data governance. Reporting to the Assistant City Manager of Fiscal Affairs, this executive position oversees the planning, development, and implementation of IT strategies to support citywide operations and services. The CIO plays a key role in advancing technology initiatives that align with city goals and promote digital transformation to improve government efficiency, transparency, and accessibility.

ABOUT THE DEPARTMENT:

The Information Technology Department (ITD) has 40+ full-time employees and an operating budget of $14 million and supports technological needs for 40+ City departments. ITD maintains enterprise-wide infrastructure and applications, supports specialized municipal systems, and ensures the stability, security and continuity of the technology on which the city government and its citizens depend. The department plays a critical role in helping City department leaders and staff to leverage technology to solve operational problems and improve efficiency.

KEY RESPONSIBILITIES:   

Strategic Leadership & Governance                        

  • Lead organizational change through adoption of new and emerging technologies to improve service delivery and operational efficiency.

  • Advise senior leadership on technology trends, risks and opportunities.

  • Craft a compelling vision for technology services and foster a customer-centric, collaborative culture that drives innovation and teamwork within the IT department.

  • Develop and manage the City’s IT budget, ensuring responsible allocation of resources and cost-effective solutions.  

  • Establish and ensure compliance with IT governance policies

Technology and Digital Transformation

  • Oversee enterprise systems, infrastructure, cybersecurity, and digital services to enhance municipal operations.

  • Modernize legacy systems and implement digital services to enhance public access to government services.

  • Promote IT innovation while ensuring the security, stability, and scalability of technology solutions.

Team Leadership and Development

  • Lead, mentor and develop the IT team to foster innovation and excellence.

  • Promote a culture of continuous learning, improvement and collaboration

  • Foster a customer-focused, results-oriented department mindset

  • Cybersecurity and Risk Management

  • Establish robust cybersecurity policies to protect city data, networks and critical infrastructure.

  • Ensure compliance with data privacy laws and implement risk management strategies

  • Lead incident response efforts, disaster recovery planning, and business continuity initiatives.

MINIMUM QUALIFICATIONS:

  • Ten (10) years of progressively responsible IT leadership experience, preferably in government or large-scale organizations.  

  • Proven experience leading successful complex modernization project(s) is preferred.

  • Proven experience managing multi-million IT budgets.

  • Demonstrated experience in IT strategic planning, organizational development, project management, and working in large complex organizations.

  • Experience with public sector organizations and municipalities is preferred

  • Bachelor’s degree, preferably in computer science, business administration or related field, or equivalent combination of education, training and/or experience.  Advanced degree in related field is preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

  • An ability to develop and communicate an information technology vision for the organization that inspires and motivates staff.

  • Deep understanding of current and emerging technologies and information technology solutions and how organizations (e.g. municipalities) are using them to drive results.

  • Strong interpersonal skills to navigate competing stakeholder interests and build collaborative relationships across the organization.

  • Ability to lead organizational changes and build capacity to leverage technology to achieve operational efficiencies and drive innovation.
