Job Summary
Plans, develops, and implements the MBTA's Safety Management System (SMS) by directing and coordinating strategic and tactical initiatives with Safety personnel and Authority management. Promotes a culture of system safety throughout the Authority to ensure MBTA staff and the general riding public are provided safe transportation service, while also promoting the use of the SMS to effectively prioritize and allocated resources to address safety risk.
This position will promote the utilization of data from multiple sources to determine the performance and effectiveness of safety risk mitigations and the wide-scale use of the Employee Safety Reporting Program to provide valuable safety data from frontline employees. Leads the formal, top-down, Authority-wide, data-driven approach to managing safety risk and assuring the effectiveness of safety risk mitigations which include systemic policies, procedures, and practices for the management of safety risk.
Duties & Responsibilities
- Creates with Authority management a set of protocols, processes, activities, and measures used to ensure executive management has safety information necessary to effectively and efficiently allocate resources to address prioritized safety risks.
- Identifies safety risks, assesses processes and procedures, and makes recommendations to successfully mitigate safety risks.
- Works regularly with management personnel throughout the Authority to ensure that safety programs and plans are effectively coordinated, communicated, and implemented.
- Collaborates with training departments to design and administer training programs that successfully promote a culture of system safety.
- Works to gain Authority-wide approval of the SMS by sharing the benefits and advantages that will make MBTA the leader in safety management.
- Creates detailed reports on audit findings and gathers information surrounding hazardous processes and procedures and provides recommendations based on findings.
- Identifies and implements long-term solutions to systemic safety issues identified in audits aimed at minimizing liability and preventing recurrence.
- Coordinates visits with respective Authority departments and management. Identifies performance deviations and works with management to take appropriate corrective action as a result from the audit findings.
- Evaluates safety program performance and recommends strategies for program improvement, specifically as it relates to safety management.
- Participates in the development and administration of Authority programs, policies, goals, and objectives as directed by the Chief Safety Officer.
- Interacts with various levels of management from other transit jurisdictions and representatives from various governmental agencies. Develops and fosters relationships that support the advancement of safety enhancements for MBTA.
- Ensures ongoing professional development for all safety personnel, including identifying pertinent training opportunities and encouraging active participation in safety professional societies.
- Serves as a member of various teams and committees.
- Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution in Safety, Engineering, Business Administration, Public Administration, or a related field.
- Ten (10) years of experience in the transit industry, regulatory compliance, Safety Assurance, data analysis and/or program auditing.
- Seven (7) years large scale/enterprise-wide program, project management and/or staff management.
- Three (3) years of experience in Safety Management Systems or demonstrating successful change implementation and implementing operational improvements.
- Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment.
- Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
- Working knowledge of accident investigation best practices.
- Working knowledge of transit operations, facilities, vehicles, rules, and procedures desired.
- Advanced skill-level in the use of Word, Access, Excel, PowerPoint, PeopleSoft and/or other database applications.
- Strong written and oral communication skills.
- Strong leadership, project management, analytical, and decision-making skills.
- Ability to interact with internal/external customers.
- Ability to lead, motivate, build consensus, and organize all facets of job responsibilities.
- Ability to work with sensitive information while maintaining strict confidentiality.

- Working knowledge/understanding of 49 CFR Parts 672, (Public Transportation Safety and 673 (Public Transportation Agency Safety Plan (PTASP).
- Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills.
- Ability to work all shifts and/or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.
- Valid Driver's License.
- Ability to work effectively with a diverse workforce.
- Ability to respond to hazardous conditions and perform observations in the field.
- Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.
- May require walking (long distances, sometimes on ballast and on narrow foot walks).
- May require climbing (including onto trains and up and down ladders).
- Required to wear the proper personal protective equipment when necessary.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Required Skills
- Master's degree from an accredited institution in Safety, Engineering, Business Administration, Public Administration, or Urban Planning.
- Transit Safety and Security Program (TSSP) Certification.
- Public Transportation Safety Certification (PTSCTP) Certification.
- Additional years of experience in the transportation industry.
- Possession of a World Safety Organization (WSO) Certificate or equivalent.
