Full Job Description
Job Summary
Under general direction and in compliance with standard operating procedures and policies, provides construction oversight and inspection for private construction and City development agreement projects to ensure adherence to plans, specifications, regulations, etc. Assists in project management, contract administration, and plan review. Makes recommendations for design and field changes from project inception through completion. Works with engineers, designers, contractors, utilities, homeowners, and the public at large, to keep the work progressing efficiently, on schedule and in compliance with the approved requirements and contract agreements. Provides oversight and coordination of all aspects of project construction to ensure timely and cost effective completion. Protects the City’s interest and minimize its exposure. Visits construction sites daily, and maintains inspection logs. Identifies and anticipates challenges and participates in field engineering to propose design solutions. Prepares status reports and communicates progress and issues with department/division management, as well as other internal or external stakeholders as necessary. In the absence of the Construction Coordinator, assists with the management of the encroachment and small cell programs, permit delegation, and post construction activities.


Essential Functions % of Time
  • Inspect Private Construction Development: Perform inspections for private development construction to verify permit and regulatory (federal, state, and local) compliance. Document construction activity with appropriate software and in daily inspection reports. Provide written violation notices for non-conforming work and when necessary, issue stop work orders and citations. Schedule meetings with developers, contractors, engineers, private citizens, and utility companies as required to coordinate and facilitate work.

  • Oversee Development Agreement Projects: Assist with project management for City development agreements with private development companies. Visit sites daily to monitor and verify progress, check for compliance with agreed upon standards as well regulatory requirements (federal, state, and local). Notify supervisor, contractors, engineers, etc. of unsound practices and compliance issues with plans and specifications. Maintain daily logs/correspondence relative to contract documentation and inspection. Review and certify pay requests and change orders for approval. Closely monitor contractor utility coordination requirements and assist as necessary to maintain project schedule. Communicate with affected property owners and stakeholders to ensure their understanding of the project construction activities and schedule.

  • Perform Field Engineering: Obtain field data, evaluate design alternatives, and recommend plan changes as necessary. Sketch details and analyze cost impacts for proposed changes. Facilitate meetings between contractors and design engineers to resolve conflicts between drawings and field conditions. Respond to design and construction questions, evaluate alternatives, and approve changes in the field within scope of authority.

  • Assist with Program Management: Assist as needed with the construction encroachment program and post-construction procedures and processes. Perform ongoing periodic post-construction inspections of stormwater facilities in compliance with the City’s general MS4 permit. Ensure facilitates are maintained in accordance with agreed upon standards. Note and report violations to appropriate personnel and/or stakeholders and track progress. Prepare and provide guidance to property owners when necessary to bring facilities into compliance. Review and process encroachment permits as assigned. Respond to or refer citizen inquiries and complaints to appropriate personnel or authorities.

Job Requirements
  • Associate degree in civil engineering, engineering technology, construction management or a related field.
  • Over four years of experience in construction oversight and inspection of site development and public infrastructure projects to include stormwater, wastewater, roads and bridges, pavement management, utilities, traffic safety, or related work.
    • OR six years of directly related construction coordination/management experience may be considered in lieu of education requirement.
  • Must have or obtain the following certifications within one year of hire:
    • Work Zone Traffic Control Supervisor (TCS)
    • Certified Erosion Prevention & Sediment Control Inspector (CEPSCI)

Preferred Qualifications
  • APWA Certified Public Infrastructure Inspector.
  • Asphalt Roadway Technician (ART).
  • South Carolina Department of Transportation (SCDOT) Concrete Field Technician Level 1 and 2.
  • Earthwork, Drainage, and Base Technician.

Driver's License Requirements
  • Valid South Carolina Class D Driver's License.

Performance Requirements
Knowledge of:
  • General construction industry practices for public infrastructure projects.
  • Department of Health and Environmental Control (DHEC) stormwater and wastewater permitting and inspection requirements.
  • International Building Codes (IBC) and American National Standards Institute (ANSI) requirements for site accessibility.
  • Americans with Disabilities Act (ADA) accessibility requirements.
  • South Carolina Department of Transportation (SCDOT) construction specifications.
  • Best practices and procedures in traffic control, utility coordination, and sediment and erosion control.
Ability to:
  • Provide assistance for project management and contract administration.
  • Effectively communicate construction activities, requirements, status and schedule with contractors, engineers, utility providers, City officials, and public in a knowledgeable and respectful manner.
  • Anticipate conflicts with construction activities and effectively plan for them.
  • Perform field measurements for quantities, specification compliance checks and engineering calculations.
  • Read, analyze, and interpret construction plans and specifications, bid documents, technical documents, and governmental regulations.
  • Write inspection reports, project status reports, and compose emails in a clear and professional manner.
  • Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
  • Use field measuring and inspection equipment to include measuring wheel, tape measure, level, string line, survey instrument level, micrometer and temperature gauge.
  • Operate general office equipment to include scanner, printer, copier, telephone, fax, calculator and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include project management system, permit tracking system, etc.
  • Drive City vehicles between facilities and job sites.


Working Conditions
Primary Work Location: Outdoors (construction project sites).
Protective Equipment Required: Steel toe shoes, safety glasses/eye protection, reflective vest, hard hat, and hearing protection.
Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to physical hazards. Exposure to extreme temperature, respiratory hazards, and noise and vibration several times per week. Exposure to wetness and/or humidity several times per month. Daily exposure to mechanical hazards, communicable diseases, and physical danger or abuse. Seasonal exposure to electrical hazards, fire hazards, and explosives.
Physical Demands: Constantly requires hearing, vision, and talking. Frequently requires sitting, standing, walking/running, and foot controls. Occasionally requires carrying, fine dexterity, handling/grasping, lifting, pushing/pulling, reaching, twisting. bending, climbing, crawling, crouching and stooping, kneeling, and balancing. Light strength demands include exerting up to 10 pounds frequently, and up to 20 pounds occasionally.
Mental Demands: Frequently requires noisy/distracting environment, and working closely with others as part of a team. Occasionally requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, and tedious or exacting work. Rarely requires irregular schedule/overtime.
