Doyon Management Services (DMS) provides Design-Build and General Construction Services on demolition, new construction, renovations, repairs, and civil projects at government-owned facilities and military installations.
The Construction Program Manager will be responsible for managing large federal contracts and programs. The Program Manager will be expected to oversee multiple project managers, and will have responsibility for business development, client relationships and financial performance for all work within managed programs, as well as for identifying and developing new program opportunities. Provide oversight and leadership in the DGG Construction Group for current and future contracts. Provide leadership, management, and daily direction to Project Managers in order to obtain predicted budget goals and sustained growth of DGG's construction services in the Federal Government for Doyon Project Services, Cherokee General Corporation, Doyon Logistics Services and Doyon Management Services.
ESSENTIAL FUNCTIONS:
- Monitor, manage and provide regular guidance to personnel involved in construction operations, as well as business development operations related to construction activities, across all DGG entities
- In all actions, ensure that the Vision, Mission and Values of DGG are incorporated into all current operations and selection of future opportunities
- Manage all reviews of construction operations to ensure the highest level of ethical business practices, corporate economic development, and shareholder return
- Supervise the day-to-day work and provide additional guidance to Project Managers and project support staffs.
- Direct strict adherence to all policies, procedures, and performance standards for construction quality and safety within the boundaries of the company's guidelines and plans
- Direct strict adherence to all Federal, State and Local laws, regulations and policies regarding procurement and contracting, especially regarding the unique contracting advantages and restrictions available to Alaska Native Corporations, 8(a) entities, Small Businesses and HUBZone companies
- Provide leadership to all construction staff members to work collaboratively with teaming partners, sub-contractors, and suppliers to generate successful construction methodologies and work execution systems that lead to budgeting outcomes
- Manage all financial aspects of the construction programs to protect the Company's interests, manage and mitigate risks and simultaneously maintain collaborative relationships with customers, teaming partners and subcontractors
- Communicate with and foster collaborative working relationships with other DGG operating units, the DGG Executive staff and the DGG Service Center, aimed at assuring successful delivery of construction management services to customers
- Develop high level business partnerships, evidencing confidence, business acumen, negotiations skill, and interpersonal and communications skills required to represent DGG entities in critical business dealings, pursuits of opportunities, relationships, and negotiations with critical suppliers, business partners and customers
- Working in tandem with the DGG Business Development Operations, oversee, lead, and direct the efforts to identify and capture new construction related business opportunities that are in alignment with the DGG Strategic Plan. Lead estimating reviews for proposed work to ensure compliance with DGG established goals
- Working with the Business Development Operations, manage the selection of new opportunities and the preparation of technical and pricing information to support the capture of future work, especially in market areas identified in the strategic plan
- Develop business relationships and identify and capture new construction related opportunities with various USACE, NAVFAC and VA District and Division offices, especially in likely highly funded sectors as energy retrofits and health care facilities
- Assure the DGG Executive Staff that projects are staffed with the appropriate resources and skill sets to achieve project objectives within the DGG profit model
- Demonstrate strong written and verbal communication skills, strong technical abilities, professional appearance and demeanor and seasoned management skills to successfully interact with a highly skilled, professional staff engaged in DGG market sectors outside of Construction Operations
- Hire, train, develop, and appraise staff effectively. Take corrective action as necessary on a timely basis and in accordance with company policies

QUALIFICATIONS:
- Bachelor's degree in engineering, construction management, architecture or related discipline, or an equivalent combination of education and experience.
- Minimum 10 years proven experience in design-build, construction, construction management, procurement, and equipment installation
- Minimum 10 years of working in Federal or Military Construction programs, including all roles and assignments normally found in construction operations and field execution of task orders
- Minimum of 10 years working in Task Order construction type contracts, including IDIQ, MATOC and MACC type contract awards
- Minimum of 10 years working directly or with partners in Federal preference programs, including 8(a), Small Business, SDVOSB and Hubzone related procurements
- Minimum of 7-plus years of experience in an executive or senior construction entity leadership role
- Minimum 5-plus years personally leading projects or programs in excess of $25M in construction value
- Experience working with more than one USACE, NAVFAC, and VA district offices
- Experience working in facilities rehabilitation, utilities upgrades, energy, and health care related construction projects
- Experience personally managing and leading a team or group of managers engaged in nationwide construction activities
- Candidate should be skilled in staff development, customer services and partnering, teaming, equitable adjustments, cost mitigation, scheduling, and contract negotiations
- Professional Engineering License in one or more states preferred
- Master's degree or equivalent training in Business Administration desirable
- State Engineering Contractor or Contractor License in one or more states preferred
- Current Secret or Top-Secret Clearance preferred
COMPUTER SKILLS:
- Proficient in using computers and other related data and communication devices
- The ability to seamlessly use the entire suite of Microsoft Software tools, including MS Outlook, MS Excel, MS Word, MS PowerPoint, MS SharePoint, and other MS programs generally in use
- The demonstrated use of internet-based data sharing and collaboration systems for construction, opportunity pipeline and proposal activities
- The proven use and familiarity with scheduling tools such as Primavera P6, MS Project and other construction scheduling tools
- The proven use and familiarity with construction estimating software tools and other related database systems
WORKING ENVIRONMENT: The employee is subject to both indoor and outdoor environmental conditions with a wide variety of people in differing functions, personalities, and abilities.
PHYSICAL DEMANDS: The work is generally sedentary, requiring routine walking, standing, bending, and carrying items weighing up to forty pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. Travel is required and will likely be extensive.
SALARY & BENEFITS: Salary range for this position is $109,094.00-$163,642.00 per year. Exact compensation will vary based on skills, experience, education, certifications, and work location. Employees are eligible to enroll in medical, vision, dental, flexible spending, employee assistance program, group and voluntary life and disability insurance and 401(k) retirement plan. Paid Time Off, 10 paid holidays, 5 bereavement and 10 jury duty paid leave.
