Job Summary
The Maintenance Management Systems Specialist will work directly with the Director of Railroad Operations Mechanical in managing the Maintenance Management System (MMS) and oversight of Commuter Rail Contract Operator IT functions, ensuring strict contractual compliance for all aspects of Operating Agreements related to Commuter Rail Rolling Stock maintenance and reporting.
Duties & Responsibilities
- Responsible for the oversight of the Contractor Operator's responsibility to develop and effectively utilize a robust MMS, requiring complete, timely, and accurate data entry.
- Ensure that the contractor adequately documents repairs for all safety-related and customer amenity deficiencies, mechanical defects, and OEM maintenance.
- Ensure preservation of historical maintenance data, materials data, and required incident reports, and prepare reports as required.
- Evaluate the MMS to ensure all tasks, labor, and materials are accurately accounted for and that the most current version of the MMS is utilized.
- Initiate upgrades and integration of additional MMS modules as required by the MBTA.
- Support staff in developing and creating custom queries and reports to ensure service, maintenance, and material compliance.
- Using the MMS, ensure the data input of all Regulatory, OEM, and MBTA required maintenance is properly documented in accordance with the Operating Agreement.
- Review and approve documentation related to repairs, PM scheduling, failures in service, service delays, FRA inspections and requirements, and FTA compliance, where applicable.
- Review of the proposed MMS functionality, confirmation of compatibility with all MBTA MMS requirements, verification of MMS rollouts as required, ensuring system-wide utilization of the MMS at all maintenance facilities and outlying points, and conducting associated audits.
- Interact directly with the Contract Operator's IT Department, review and approve Contract Operator's proposed use of the MMS system, suggest, schedule, attend and in some cases assist in providing Contract Operator and/or MBTA sponsored MMS training.
- Manage all MBTA MMS requests for specific access to information.
- Assist the MBTA and Contract Operator's IT Departments in the development and implementation of long-term goals and improvements to the MMS environment.
- Assist the Material storekeepers with planning and material pass thru program compliance.
- Complete projects to develop and implement Maintenance Management Systems for sole use by MBTA Mechanical Department employees to collect accurate data and record Contract Operator's performance in order to confirm compliance or assess penalties for non-compliance.
- Manage the requirements for all MBTA required documentation of specialized maintenance initiatives and equipment modification projects to be addressed through the use of the MMS, where applicable or supported by MMS reports.
- Assist in the development of the Fleet Management Plan for Railroad Operations.
- Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner.
- Drive a company or personal vehicle to inspect work or conduct investigations.
- Respond, either directly or through others, to emergencies twenty-four (24) hours, seven (7) days per week.
- Adhere to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority, including the EEO, Anti-Discrimination, Anti-Harassment, and Anti-Retaliation policies.
- Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
- A Bachelor's degree from an accredited institution in Computer Science, Business, Economics or a related field.
- A minimum of five (5) years of experience in Maximus and MMS development.
- A valid driver's license in accordance with MBTA policy.
- Experience in MMS utilization, database management, and implementation of an accurate maintenance control system.
- Experience with using data analysis techniques to solve problems and interpret data sets.
- Experience with the Tableau visual analytics platform.
- Ability to comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. Successful applicant must have English language skills required for the effective performance of the position.
- Effective organizational, confidentiality, time management, and analytical skills.
- Strong working knowledge of Word, PowerPoint, Excel, or Access applications.
- Ability to effectively communicate with outside contractors, regulatory agencies, community organizations, and others on technical and sensitive matters.
- Possess excellent customer service and conflict resolution skills.
- Ability to work any and all shifts and/or locations as assigned or directed.
- Be available to work twenty-four (24) hours per day, seven (7) days per week.
- The ability to work with a diverse workforce.
Preferred Experience and Skills
- SQL experience.
- A certificate in Computer Science or a related field.
- Experience creating Ad Hoc reports using the Trapeze Enterprise Asset Management Application.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution and an additional three (3) years of directly related experience substitute for the bachelor's degree requirement.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field, substitutes for one year of experience.

- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
