King County Parks is seeking a Lead Grant Administrator to join the Community Engagement and Investments team and lead a team of project managers, grant analysts, and specialists to make a direct impact on the community.

About the Role:

In this lead role, you will play a crucial part in enhancing park and recreation access by administering a full range of grants development and finance and administration activities for multiple grant programs. This is an exceptional opportunity to combine your passion for parks and recreation with your skills in the grant administration and compliance. This Grant Administrator will oversee a dedicated team of project managers, grant analysts and specialists who support internal and external partners through the grant-making process. You will play a vital role in leading continuous improvement to contracting, invoicing, and reporting- making a real difference in the efficient and timely distribution of funding to community partners. 

This position performs work remotely and onsite.  


About the Team:

The Parks Division of the Department of Natural Resources and Parks has a mission is to steward, enhance, and acquire parks to inspire healthy communities. We seek to cultivate strong relationships with community partners to enhance park amenities for all King County residents to enjoy today and for generations to come. The King County Parks system includes more than 205 parks, 33,000 acres of open space, 175+ miles of regional trails, and 250+ miles of backcountry trails.

The Parks Division connects community and jurisdictional partners with grant funding opportunities that increases and improves access to parks, recreation, and open space throughout King County.  The Parks Community Investments and Engagement Unit provides grant funding for a variety parks and recreation portfolios including programs, land acquisition, and capital projects. There are five grant programs housed in this unit which are: Aquatic Facilities; Parks Capital and Open Space; Open Space - River Corridors; Healthy Communities and Parks Fund; and Youth and Amateur Sports Grants.

Job Duties

What You Will Be Doing

  • Supervise a team, serve as a mentor, and assign and manage workload in the Grants Administration and Compliance unit.  
  • Provide excellent customer service throughout the grant-making process to internal and external partners.
  • Lead the oversight of grants and contracts, prepare grants for close-out and audit, and coordinate the preparation, review, approval, and execution of grant agreements and amendments.
  • Support grant-related fiscal processes, verify internal controls and documentation for conformity with federal, state, and county regulations, and provide guidance to grant managers to ensure the successful administration of grant funds.   
  • Serve as a subject matter expert in online grants management systems, data analysis, and report development.
  • Create, develop,  and follow standard operating procedures for contracting, invoicing, reporting, and contract compliance and make recommendations to address compliance issues and/or promote continuous improvement.
  • Partner with the Parks Finance team on contracting and invoicing, consult with King County offices on risk management and legal reviews, and manage escalated business decisions with Parks management.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring   

  • Demonstrated, progressive experience in supervision and performance management.
  • Advanced experience in developing, reviewing, and executing grant agreements, amendments and closeouts in accordance with policies and procedures.
  • Excellent oral, written, and interpersonal communication skills.
  • Experience utilizing online systems for managing grants, contracts, projects, and/or customer relations.
  • Highly organized and detail-oriented to ensure accurate and complete grant documentation and data integrity.
  • Expertise in continuous improvement practices to promote work efficiencies and improve internal coordination.

It Would Be Great if You Also Bring:

  • Five (5) years of grant administration.
  • Expertise in analyzing data and developing reports for various audiences and purposes.
  • Experience interfacing with external and internal auditors. 
  • Advanced knowledge of grant financial management and program analytics. 
  • Experienced with various grant management systems such as Foundant and accounting/finance reporting systems such as Peoplesoft, Oracle/EBS and other reporting systems such as Business Intelligence (BI).

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically one (1) day per week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.  
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. 
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is not represented by a union.
