Responsible for the coordinated management of multiple related projects for a division. The Program Manager will support all teams within the division and will drive multiple projects, across the teams within the division. Works with constituent Project Managers (for the execution of their project and its impact on the program) to monitor cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the program. Takes programs from original concept through final implementation. Generally responsible for determining and coordinating the sharing of resources among their constituent projects to the overall benefit of the program. Responsible for stakeholder management. Interfaces with all areas affected by the program including end users, distributors, and vendors. Ensures adherence to quality standards and reviews program deliverables. Work with members of the executive team to set the overall strategy and objectives for a group of projects and to communicate the status of the program. Dependent upon solution delivery approach, manages program according to standard Project Management Office methodologies. Will serve as Program Manager and Scrum Master for the division.

RESPONSIBILITIES

  • Align deliverables of the projects with the organization’s overall strategic goals.
  • Communicate the strategy to the project managers and ensure that individual project goals align with the program strategy.
  • Work with division leadership to establish budgets, priorities, and ensure project teams have the resources they need.
  • Oversee multiple related projects while potentially serving as a Project Manager for large, high-priority projects.
  • Mentor and support Project Managers whose work relates to the program.
  • Report to Senior Executives on the progress of the individual projects and the overall program. Develop and deliver program status reports.
  • Manage program change control, decisions, risks, issues, assumptions and mitigation planning.
  • Monitor project quality assurance and ensure adherence to project management guidelines.
  • Develop and maintains all business relationships vital to the success of the program.
  • Identify process improvements for GEHA's program and project management methodologies.
  • Assist in determining program solutions. May partner with Vendor Management office for buy vs. build options, hosting options and RFI/RFP processes when necessary.


SKILLS

  • Requires eight years of project management experience working with cross-functional teams and staff of all levels.
  • Prefers program management experience.
  • Prefers a Bachelor’s degree in Business Administration or a related field. Additional years of relevant work experience may be considered in lieu of formal education.
  • Prefers PMP, PgMP, and Agile certifications.
  • Requires extensive experience with various project management methodologies.
  • Requires knowledge of agile methodology, scrum framework, and agile program management.
  • Requires working knowledge of application development technologies, as well as, client-server, web, and cloud based architectures.
  • Requires advanced proficiency in Microsoft's Azure Dev Ops, Word, Excel, Visio, and SharePoint/Teams.
  • Prefers proficiency in ServiceNow's Portfolio Management tool, Smartsheet, and Miro.
  • Requires effective verbal, written and interpersonal skills and the ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Requires strong leadership skills to coordinate and motivate project teams.
  • Must be adept at financial management to administer budgets across multiple projects and ensure the program meets its requirements for return on investment.
  • Requires knowledge of IT security best practices and IT audit experience.

Work-at-home requirements

  • Must have the ability to provide a non-cellular High Speed Internet Service such as Fiber, DSL, or cable Modems for a home office.
  • A minimum standard speed for optimal performance of 30x5 (30mpbs download x 5mpbs upload) is required.
  • Latency (ping) response time lower than 80 ms
  • Hotspots, satellite and wireless internet service is NOT allowed for this role.
  • A dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Please note that the salary information is a general guideline only. GEHA considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

The annual base salary range for this position is $108,979 - $153,621 USD.
