Position Summary
Under the direction of the Vice President, Management and Operations, this position is responsible for leading the department responsible for the operation and maintenance of the Metropolitan Airports Commission's (MAC) six Reliever Airports - St. Paul Downtown Airport, Flying Cloud Airport, Anoka County - Blaine Airport, Crystal Airport, Airlake Airport, and Lake Elmo Airport. Leadership responsibility encompasses all airport management functions for the MAC's system of Reliever Airports including day-to-day operations, airport business administration, stakeholder engagement, financial performance, and effectively resourcing to ensure safety and sustainable service level performance.
This is a safety-sensitive position which will require a pre-employment drug screen.

- In coordination with the Director of Stakeholder Engagement develops and executes a communication and engagement strategy/program that includes goals for effectively engaging and informing tenants, community organizations and stakeholders at the MAC Reliever Airports.

Reliever Airport Leadership
- Responsible for developing and executing a strategic plan in alignment with divisional goals ensuring documented service levels are provided through effective programs that balance resources portfolios with airport management plans including agreements with organized labor and leadership of administrative staff.
- Acts as the primary leader in ongoing development and compliance with the Reliever Airport Financial Model including a fleet of field maintenance assets, operating expenses, revenues, and capital projects.
- Responsible for overseeing airport leases and the establishment of, and compliance with, ordinances that include rates and charges and storage and commercial tenant operations.
- Develops and maintains relationships that drive investments, including public private partnerships and commercial land developments that produce benefits to the airports and its stakeholders.
- Acts as the primary advocate for the Reliver Airports in master planning and the MAC's capital improvement program.
- Maintains effective internal relationships and externally with state and federal agencies including the Minnesota Department of Transportation - Office of Aeronautics and the Federal Aviation Administration (FAA).
- Visible leader and ambassador for the airport system in developing and maintaining relationships with tenants, local units of government, communities, elected officials and MAC Commissioners. Demonstrates active leadership through a commitment to presence and visibility at the airports with critical stakeholders including staff.
- Represents the airport system with various industry groups including the Minnesota Council of Airports (MCOA), the American Association of Airport Executives (AAAE) and Airports Council International - North America (ACI-NA).

MINIMUM REQUIREMENTS
- Bachelor's degree in aviation management, airport management or a related field.
- Ten years of progressively responsible experience in aviation or airport management leadership.
- In lieu of a degree, fourteen years of progressively responsible experience in aviation or airport management leadership.
- Three years of experience managing and supervising direct reports which included responsibility for hiring, disciplining, coaching, rewarding and terminating employees.
- Experience with airport operations including field maintenance and operational/incident coordination with state and federal agencies.
- Experience overseeing tenant leases or contracts and ensuring compliance.
- Experience solving complex challenges with communities, government agencies and elected officials.
- Experience engaging and building relationships with communities, airport tenants, elected officials, and the media.
- Excellent leadership skills with a collaborative work style, strong relationship building skillset and a strategic, outcomes-based approach.
- Experience setting, overseeing and implementing budgets.
- Strong writing skills for composing memos, policies, procedures, proposals, reports, and other specifications
- Clear, concise, thorough and persuasive presentation, facilitation, negotiation, verbal and electronic communication skills
- Intermediate skill level using Microsoft Outlook, Word, Excel and PowerPoint
- Possession of a valid driver's license.
DESIRABLE REQUIREMENTS
- Master's Degree in an aviation-related discipline, Business Administration, Public Administration or a related field.
- Experience with airport master planning and state and federal environmental reviews.
- Leadership experience in a union work setting
- Experience managing programs and business units through direct report supervisors
- Experience addressing community concerns including aircraft noise.
- Experience addressing the media.
- Pilot's license and/or experience with air traffic control and instrument procedures.
- AAAE certification
