About the Role:
This role will be a key support position for various procurements for capital projects and operational needs and the contract administration of work orders within King County Wastewater Division. The primary focus of the work will be assisting Project Representative(s) and operational staff, and to work regularly with King County Procurement and Payables and other stakeholders as required. Examples of this work include but are not limited to: initiating and completing the procurement process for Invitations to Bid (ITB) for construction projects, Requests for Proposals (RFP) for Architectural/Engineering and Goods and Service contracts, contract amendments/change orders, invoicing/payments, annual rate adjustments and closeout.
About the Team:The Capital Strategy, Quality, and Standards Unit in the Wastewater Treatment Division seeks a Contract Delivery Specialist. This position will assist with the procurement of Architectural/Engineering, Construction, and Goods and Service contracts and/or the management of various work order agreements. This position will require good organization, attention to detail, customer service and communication skills; collaborating with internal and external customers.

What You Will Be Doing:
- Assist in creating ITB and RFP documents, and collaboration with King County Central Procurement and other stakeholders during the procurement process through award.
- Technical advisor for work orders, capital procurements, and purchasing for the Division.
- Collaborate with Consultants and Contractors, WTD, and other KC staff for the procurement, planning, implementation, and closeout of capital work order contracts and a variety of goods and service contracts.
- Review scopes of work, project schedules, and budgets.
- Contract administration and financial tracking for capital work orders and other agreements including change orders/amendments, invoicing/payments, and contract/work order closeout.
- Compliance with Federal, State, and local laws, and King County policies/procedures.
- Ensure that internal project information management database information and accessible information are updated in a timely and accurate manner.
- Work with Division staff to develop contracts and mitigate risks to protect King County from being subject to litigation, criticism, or unanticipated costs due to unclear, ambiguous, and non-compliant contract documents.
- Support the Alternative Delivery model of the division where applicable.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Progressively responsible experience in public contracting which includes procuring and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws, and regulations.
- Experience and/or familiarity with reviewing scopes of work and construction specifications.
- Experience procuring Architectural and Engineering, Construction, Technical Services, and Goods and Services Contracts.
- Experience performing administration for capital and/or goods and service contracts, including tracking expiration dates, invoicing, change/amendments, and closeout.
- Experience collaborating with project teams comprised of various stakeholders on high-profile, politically sensitive projects.
- Experience working with multiple internal and external stakeholders, as well as other public agencies, on capital projects and contracts.

Working Conditions:
Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements, typically once a week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may beat various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
Union Representation: This position is represented by King County Technical Employees' Association (TEA) bargaining unit.
