About this Role:

This position will support critical capital improvement projects for the Solid Waste Division. Projects may include Cedar Hills Regional Landfill (CHRLF) Program projects, Recycling and Transfer Station Program projects, and asset management projects from planning through close-out.  This position collaborates with and supports a team of highly motivated project managers leading a portfolio of large and complex capital improvement projects (CIPs).  This position may lead smaller-scale capital improvement projects.

The PMO capital projects portfolio includes transfer station development projects in phases from charter to construction and closeout, as well as capital improvements and additions to existing Solid Waste Division transfer stations. Regional landfill capital projects include infrastructure development and maintenance improvements. Capital project managers lead consultants, engineers, subject matter experts, and project stakeholders through project development processes from project scope schedule and budget development, contracting for consulting and engineering services and construction services and construction management services, to project design, construction, occupancy and closeout activities. 

This position performs work predominantly remotely. 

About the Team:

Members of the PMO manage or support Capital Improvement Projects for the Solid Waste Division. Capital projects help maintain or improve SWD assets such as our transfer stations, drop boxes, Cedar Hills Regional Landfill, and other systems necessary to support our SWD goals. Our section leads the Division's efforts on overseeing the project management of a variety of projects by leading project teams, consultants, contractors, and technical/program staff to ensure seamless project delivery by integrating organizational and stakeholder requirements.

What You Will Be Doing:

• Project cost monitoring and project schedule tracking
• Coordinating with project managers and engineers, supervisors, consultants and other key stakeholders; documenting assumptions, requirements and decisions 
• Procure and manage consultants and contractors for assigned projects, developing procurement management plans, procurement documents, contract change documentation, payment review documentation, and procurement closeout 
• Developing project management plans and related planning documents, project baselines, scope change documentation, variance analysis, and work performance reporting  
• Under direction from senior project managers and supervisors, develop and monitor project scope, schedule, budget, risk, stakeholders, contracts, and other project management processes. 
• Integrate project activities with construction management teams, operations staff, program staff, consultants, engineers, and other stakeholders to ensure seamless project implementation.  
• Provide support to senior project managers in the preparation and presentation of technical information and data. 
• Effectively apply Project Management industry standards and practices along with SWD Project Management manual process requirements in managing your assigned project workload. 

Qualifications You Bring:

• A Bachelor's Degree in project management, construction management, engineering, business administration, or a closely related field, and at least two years of design, architecture and construction project management work experience OR other relevant skills, knowledge, and experience to competently carry out the job duties of this position
• Demonstrated skills working on multiple moderately complex design and construction projects, as a project manager, simultaneously, from planning through delivery, and produce high-quality deliverables in a timely manner.
• Skilled in working collaboratively with a wide range of professional disciplines and individuals with diverse backgrounds and applying strong interpersonal and communication skills.
• Demonstrated skills to plan, organize and perform design and construction project management and project control tasks successfully with supervision.

• Strong problem and conflict-resolution skills

• Demonstrated skills to effectively present proposals, progress reports, and recommendations in verbal and written form
• Demonstrated ability to work on multiple moderately complex projects simultaneously, produce high-quality deliverables on time, and respond to changing work responsibilities to meet organizational requirements
• Working knowledge of Microsoft Office suite (Word, Excel, Project, and PowerPoint)
• Ability and skills to effectively engage in and sustain relationships with people from diverse cultures, professional backgrounds, and socio-economic backgrounds

Working Conditions:

• Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 days a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be King Street Center (201 S. Jackson St, Seattle, WA 98104) and various SWD locations throughout the County. This work arrangement promotes work-life balance and reduces carbon footprint under the department's vision.
• Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.  
• Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
• Union Representation: This position is represented by Protec Local 17.
