ABOUT THE ROLE & THE DEPARTMENT:

Capital Building Projects is a newly established City department that provides high-quality professional management of municipal building renovations. The department plays a key role implementing strategic City priorities around climate change mitigation and resiliency. The department has 18 full-time employees, and a building project portfolio valued at greater than $500 million of planned and ongoing construction. The size of the staff team and the value and complexity of the project portfolio are expected to grow over time.

The Department is seeking an Assistant Construction Project Manager to assist the Owner’s Project Manager (OPM) in providing comprehensive design and construction oversight services. The oversight shall include the review and comprehension of the drawings and specifications, reviewing shop drawings for compliance with the contract documents, providing daily input and effective collaboration with other City staff, the Architect, Contractor and/or the Construction Manager. This position further assists the OPM with overseeing the budget, scheduling, and enforcing the quality of the design and construction.

Projects are located throughout Cambridge. Building types include schools, youth and senior centers, office buildings, libraries, public works facilities, garages, firehouses, and other public safety buildings. Projects may include new construction, complete building renovations, MEP/FP upgrades, energy efficiency improvements, envelope improvements, photovoltaic installations, accessibility upgrades, and interior or FF&E upgrades.

The Assistant Project Manager will assist teams of project managers and architects, guiding building projects from concept design through construction. The person in this role will perform organization and management duties for the Department requiring excellent interpersonal skills, sound decision-making, financial responsibility and problem-solving.

This position requires a knowledge of building systems to assist the OPM in the evaluation of change orders for merit, labor costs and material costs. The City has multiple projects in various stages of design and construction which the selected candidate may be assigned.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Specific duties include but are not limited to the following:

  • Work closely on a day-to-day basis with the Director of Design and the Director of Construction and perform tasks as directed

  • Attend weekly design and construction meetings as requested

  • Assist with coordinating consultant services

  • Assist with the development of Requests for Proposal (RFP)

  • Have a complete working knowledge of the construction document process and the ability to maintain project records

  • Assist in performing or evaluating Value Engineering

  • Review shop drawings for compliance with the contract documents

  • Understand and review contractor payment requisitions

  • Assist with onsite job inspection and quality control oversight as required

  • Assist in the change order process

  • Assist in maintaining and overseeing site safety and security

  • Assist in evaluating and resolving claims and disputes

  • Assist with punch-list inspections for occupancy and final completion documentation

  • Assist with other projects the OPM is responsible for, if requested

  • Model the City’s values and culture, and act with the highest integrity and ethics.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Associate or bachelor’s degree in building construction, architecture, or similar related discipline.

  • 3 years of demonstrated, successful project management and building construction management experience

Knowledge, Skills, and Abilities:

  • Proven record of success with similar project experience or job positions

  • Demonstrated, thorough understanding of building construction project management requirements, with solid personal references

  • Knowledge of public building construction in the Commonwealth of Massachusetts, particularly the Construction Reform Law, Chapter 193 of the Acts of 2004, including the filed sub-bid laws and contractor pre-qualification requirements

  • OSHA - 10 card or the ability to acquire it within 60 days, if offered the position

  • Experience with and successful responsibility for assignments on large-scale construction projects which include construction management, planning/programming; management of designer and consultant contracts; construction documentation and review; public bidding; installation of fixtures, furnishings and equipment along with other components of total project fit-out; occupancy and move management; and post-occupancy evaluation

  • An understanding of "Green Building" design and construction, as well as a working knowledge of the LEED process, Net-Zero design, and building commissioning procedures

  • Working knowledge of capital budgeting and project scheduling (critical path)

  • Experience in the "community process" either in the private or government sector

  • Ability to organize, coordinate, and control many diverse, often competing, components of a municipal project

  • Excellent oral and written communication skills

  • Appropriate people skills, work ethic, and personal character to work in a team environment

  • Ability to use effectively all the Microsoft Office Suite software

  • Ability to understand and review contractor payment requisitions

  • Strong working knowledge of the construction documents process and the ability to maintain project records

  • Ability to be self-motivated and work independently without daily supervision

PREFERRED QUALIFICATIONS:

PHYSICAL DEMANDS: Work involves frequent site visits, requiring travel to and through construction zones, driving, walking, bending, squatting, reaching and stretching. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers and scanners. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching and lifting boxes of files (up to 10 lbs.).

WORK ENVIRONMENT: Outdoors including construction sites under all weather conditions. Standard office environment, which includes fluorescent lighting and air conditioning. Busy office work environment characterized by multiple work demands from staff interaction. Position may be eligible for hybrid work under the City's Telework Policy, depending on operational needs.
